Metro Community GHG Inventory
  1. Who did it: Metro, the elected regional government of the Portland metropolitan area.
  2. What they did (and when): Metro has developed a "high-level" GHG emissions inventory that builds on the EPA Foundation Document, using national per-capita emissions for materials and "energy" and then adjusting them (slightly) for local conditions. Transportation emissions (for people) are derived independently, as Metro conducts sophisticated transportation modeling in-house.
  3. Why they did it: First, Metro lacked the financial resources to conduct a full-blown, traditional inventory. Second, Metro wanted its inventory to provide a "sense of scale" of how the region contributes to climate change, in part to make sound decisions regarding where to invest in efforts to reduce emissions.
