- Description of tool/’patch’ (action statement): Use national per-capita emissions and apply to local conditions. For example, use EPA's "systems view" of emissions, calculate national per-capita averages, and use these as the starting point for estimating emissions for your community. This idea was raised in the 12/2009 Forum meeting, and needs to be fleshed out. Metro (Oregon) may be able to provide a case study.
